Graduated from the lathe leveling department of the Sapanca Industrial Vocational High School, Özel started his education in the Instrument Manufacturing Department of the Adapazarı Municipality Conservatory in 1986 - 1988. He took his instrument manufacturing education from Mustafa Aydın Öksüz and tanbur instrument education from Necup Gülses, a TRT Istanbul Radio tanbur artist in the same conservatory. He later continued his tanbur education in the Prof. Necdet Yaşar school.
He received his bachelor's degree from the Istanbul Technical University Turkish Music State Conservatory - Department of Basic Sciences and graduated with his thesis "Standardization in Music", under the counseling of Mustafa Cahit Atasoy, in 1989-1994. He completed his master's degree education in 1997 at the ITU Institute of Social Sciences, with his thesis entitled "An Attempt to Improve Tanbur Technique", under the counseling of Prof. Mutlu Torun. He found the opportunity to work with Prof Dr. Alaeddin Yavaşça, Prof. Dr. Selahaddin İçli, Prof. Yalçın Tura, Prof. Mutlu Torun, Assoc. Prof. İhsan Özgen, Bekir Sıtkı Sezgin, Cüneyt Orhon and Kâni Karaca.
In 1991 – 1997, he took part as tanbur artist in the Ministry of Culture and Tourism, Istanbul State Turkish Music Ensemble, founded and directed by Prof. Necdet Yaşar. Continuing his works especially in the classical and religious music fields of Turkish maqam music, Özel has participated in concerts at home and abroad with many ensembles, such as the Istanbul Fasıl Ensemble, Konya Municipality Konya Sufi Music Choir, Güldeste Group, Dersaadet Chamber Music Ensemble, Yıldız Âhengi Ensemble. He has participated with his instrument and vocally in many albums such as “Hiç” (None), “İstanbul Türküleri ve Şarkıları” (Istanbul Ballads and Songs), “Beşibiryerde”, “Güneş Doğudan Yükselir” (The Sun Rises from the East), “Sultan Bestekârlar” (Sultan Composers), “Kurtlar Vadisi 1 – 2 Soundtrack” (Valley of the Wolves 1 - 2 Soundtrack), “Taksimler ve Saz Eserleri” (Improvizations and Instrumental Works), “Gel Efendim” (Come My Lord), “Mutluluğun Resmi” (The Painting of Happiness), “Yağmur” (Rain), “Darüş-şifa” (the Hospital), “Dudu”. In 1995 he took part as tanbur artist in the albums “Sîmurg” and “Derviş” by the Âsitâne group formed by Neyzen Kemal Karaöz and Kemancha Player Aslıhan Eruzun Özel. Also, he took part with plectrum/stringed tanbur, tar, baglama, Black Sea Kemancha, lute, classical kemancha and as voice artist in many tv programs documentaries, films and series and radio programs, such as “Kurtlar Vadisi” (Valley of Wolves), “Kurtlar Vadisi – Irak” (Valley of Wolves - Iraq), “Pars”, “Kurtlar Vadisi Terör” (Valley of Wolves Terror), “Yabancı Damat” (Foreign Groom), “Sağır Oda” (Deaf Room), "Köprü" (The Bridge), “Geniş Zamanlar” (Broad Times), "İstanbul Hatırası" (Memory of Istanbul), "Hicran Sokağı" (Street of Separation), "Kıyam" (Uprising), "Hür Adam" (Free Man), "Derviş", "Dede Efendi" and “Yine Bir Gülnihâl Programı – Kanal 7” (A Rose Sapling Again Program - Kanal 7), “Dünyanın Türküsü" (Ballad of the World).
In 2005-2013 he represented his country as a stringed/plectrum tanbur artist in the Ensemble Al – Kindî Group. He has had two albums with the Ensemble Al – Kindî Group. He is a member of Türkev and Biksad associations. He worked as assistant to Tanburî Prof. Necdet Yaşar, lecturer of the "Music Theory and Applied Maqam Analysis", during 2000-2008. Since 2000 he is giving Music and Maqam Solfege, Turkish Music Methods, Applied Maqam Analysis, Musical Ensembles and tanbur courses at the Department of Music and Performing Arts of the Faculty of Art and Design, Yıldız Technical University.
He is married to kemancha player Aslıhan Eruzun Özel and has a daughter named Zehra Sena.
He is working as a tanbur instructor in the Biksad Art Workshop since 2003.
